Find the file on iPhone or Android

On iPhone, open Files > Downloads and check iCloud Drive or On My iPhone. On Android, open Chrome > Downloads or the Files app. The browser and operating-system settings control the final folder.

A browser file is different from Bilibili offline cache

Bilibili's own app may keep offline media inside the app. That cached item is not the same as a browser-downloaded file and may not be transferable or playable outside the app.
